The Agriculture Research Sector
Sri Lanka has established research organizations based on different commodities and disciplines, namely Agriculture, Veterinary, Livestock and Fisheries, Faculties of the National Universities and allied fields in agriculture, resulting in 12 Research and Development Institutes, namely, the Rubber Research Institute, Tea Research Institute, Coconut Research Institute, Sugarcane Research Institute, the Department of Agriculture the main Institute involved in non-plantation crop research, mandatory to more than 100crops, National Aquatic Resources Research and Development Agency, Hector Kobbekaduwa Agrarian Research and Training Institute, the Department of Export Agriculture, Institute of Postharvest Technology, Department of Animal Production and Health, Forest Department and the Royal Botanical Gardens.
Training Provided by SLCARP for the NARS
The SLCARP was established under the World Bank Agriculture Research Project, and was responsible for capacity building and arranging training for scientists in the Department of Agriculture, Department of Export Agriculture, Hector Kobbekaduwa Agrarian Research and Training Institute, Institute of Post Harvest Technology, National Aquatic Research and Resources Agency, Tea Research Institute, Rubber Research Institute, Coconut Research Institute, Sugarcane Research Institute, Royal Botanical Gardens and Department of Animal Production and Health. The World Bank Agricultural research project provided training to more than 50 PhDs and 30 M.Scs to the research of the NARS.
After the completion of the Agriculture Research Project, SLCARP initiated a Memorandum of Agreement with the Indian Council of Agriculture Research (ICAR) on 02nd July 1998 under which over a total of 54 Ph.Ds. 53MS.cs and 150 researchers were given short term training with the support of GOSL funds.
Training Requirement 2018-2020 of the NARS
The NARS, covering 12 R&D Institutes are facing a grave situation of untrained scientific staff to carryout research & development work primarily directed to meeting the emerging challengers of the deferent sectors (agriculture, livestock, fisheries, forestry, floriculture and plantation sector).
SLCARP submitted a proposal to the Ministry of Agriculture for Capacity Building of the Researchers of the NARS on 2017/03/16, due to the lacunae of trained staff in the NARS.A Cabinet Memorandum was issued on 21 September 2017 under the heading of Directing of Researchers of the NARS for Foreign postgraduate degree training approving Rs. 300Mn per annum for over a period of five consecutive years.
Thereafter SLCARP has interviewed and selected suitable candidates from NARS for training at M.Sc or PhD level for your 2018-2020

Selected Candidates Institute wise for Long Term Training by SLCARP for Years 2018, 2019 and 2020
SLCARP in Year 2016 decided to revitalize Human Resources Development for the NARS as there was a felt requirement for training officers to M.Sc and PhD level. Thus, SLCARP submitted a proposal to the Ministry of Agriculture for Capacity Building of the Researchers of the NARS on 2017/03/16. A Cabinet Memorandum was issued on 21 September 2017 under the heading of Directing of Researchers of the NARS for Foreign postgraduate degree training with an adequate budget for five consecutive years. The Cabinet approval was given for Capacity Building. The selected candidates from the NARS Institutes are given. Currently a total of 40 candidates from the candidates whose names are given in the list are reading for their M,Sc/PhD degrees at Thailand, Malaysia and the Philippines.
